Allocation of Water Among Different Water-Use Sectors in Sri Lanka:
Lessons of Experience

The problem of water allocation among the sectors has emerged as a growing problem in Sri Lanka. The water allocation mechanisms adopted in the country have resulted in many problems of coordination and conflicts. This research report has made an attempt to analyze the implications of the past water allocation interventions in the socio economic conditions for the different stakeholders and the lessons of experience, which are useful for the formulation of sustainable water policy. The findings of the report are based on three case studies conducted on water allocation namely at Thuruwila (between agriculture and drinking water needs), Kalthota (between agriculture and hydro-power generation) and Kirindi-oya Irrigation and Settlement Project (between agriculture and livestock water needs) and the review of the water allocation policies in selected countries.

The study intends to find out the recent changes in the labour market in the food crop sector of Sri Lanka with special reference to factor mobility, labour migration the impact of using new technology as labour-saving methods. the overall objective of the study is to investigate the new trends of the labour market in terms of labour utilization, labour productivity and mobility within the domestic and global economic environment. More broadly, the study examines the demand and supply pattern of labour, productivity, efficiency, wage rates and labour displacements.

Impact of the Provincial Council system on the Smallholder Agriculture in Sri Lanka

The overall objective of this study is to assess the performance of Provincial Councils in terms of developing the smallholder agricultural sector. However, It does not claim to be an in depth appraisal of the performance of Provincial Councils vis-a-vis the smallholder agricultural sector. Instead, the study focuses on the question whether devolution, an essentially political process has helped the efficient implementation of the agricultural programme involving distribution of power and resources, both among different levels of state and different interests.

Paddy Milling Survey 2006

The major objective of this study is to prepare a database on paddy millers that can be used for proper planning in the development of paddy/rice marketing in Sri Lanka.

On many occasions the need arose for a databse on the paddy millers. The district wise database on paddy millers, the type of processing and milling capacities, the equipments they use for paddy milling and cleaning were not available in the country. As a result the efforts of government intervention in the paddy and rice marketing, activities were unsuccessful.

Agricultural Marketing Information Systems - Case Study in Matale District

The objective of the study was to recommend an appropriate and sustainable agricultural Marketing Information System (AGMARIS) for the Matale district. Setting up an AGMARIS at district level is necessary to access market information by the stakeholders, specially farmers who operate at production level. AGMARIS helps market participants to make informed decision in their respective areas. For instance, the farmer can utilize market information to decide what and when to plant; when and where to sell and at what price. It is therefore necessary to set up a Marketing Information Unit (MIU) at district level to provide timely, accurate and relevant information on a continuous basis.

Evaluation of Crop Insurance Scheme in Sri Lanka

This study mainly focuses on the paddy insurance scheme which is being conducted by the Agricultural and Agrarian Insurance Board (AAIB). It attempts to evaluate the present performance, problems and future prospects of the paddy insurance scheme of the AAIB. This study also reveals the farmers' problems, awareness and suggestions, towards the crop insurance scheme and the differences and similarities of the public and private sector paddy insurance schemes.

Assessment of Bulk Water Allocation Programme in Mahaweli-H Area

This report provides the insightful and factual and methodological perspectives on evaluation of the Bulk Water Allocation (BWA) Programme implemented in the Mahaweli H area in an era of competition of water between sectors and water scarcity. The primary objective of the study is to find out the relevance, effectiveness and efficiency of the BWA concept in Sri Lanka with special focus on assessing the impacts of the programme on performance of water distribution and agricultural production. The study results are evolved from descriptive and econometric approaches of analysis and provide insight into the social, economical and institutional aspects of bulk water allocation system implemented in the area.
